چکیده

In this Issue The Jan./Feb. 2017 issue on cognitive architectures is guest edited by Pradip Bose and Alper Buyuktosunoglu from the IBM T.J. Watson Research Center. Recent innovations in cognitive computing systems, along with neurally inspired hardware designs, have spurred new research and development activities in machine learning, neuromorphic, and other brain-inspired computing models, as well as new architectures and accelerator designs in computer vision, speech recognition, and artificial intelligence. The proliferation of mobile computing platforms, Internet of Things devices, and cloud computing infrastructures open up exciting new opportunities for cognition. This special issue features a lot of material: an invited “keynote” article by James E. Smith, four technical articles, and an Expert Opinion department. I invite you to read the editorial by the guest editors for a more detailed introduction to this special issue. I wholeheartedly thank Pradip and Alper for having done such a great job on this special issue. This issue also features a transcript of a Computer Architecture Research Debate. You may recall that the July/ August 2016 issue featured two CARD transcripts. The current issue includes a transcript of the third debate held at the CARD Workshop at the 2015 International Symposium on Computer Architecture (ISCA). Babak Falsafi moderated the debate with panelists Desh Singh and Bill Dally. The debate covers interesting viewpoints regarding the integration of fieldprogrammable gate arrays (FPGAs) and GPUs in the datacenter. I thank the panel members and the CARD workshop organizers, Derek Chiou, Resit Sendag, and Joshua J. Yi, for their contributions.

Assessing the Iranian Fiscal Sustainability in Past and Future through Tax Side of the Economy

This paper, I have focused on the tax side of the fiscal policy to  investigate the past and future behavior of fiscal sustainability in Iran. To do so, I have employed two different forward-looking and backward-looking approaches. First, the backward-looking approach is the fiscal policy rule proposed by Daving & Leeper (2011). Precisely, this rule determines that whether the fiscal policy is ...

Progress in measuring neutrino quasielastic interactions

This is an exciting time for folks who are looking at neutrino cross sections, and the especially important quasielastic interaction. We are able to inspect several recent results from K2K and MiniBooNE and are looking forward to a couple more high statistics measurements of neutrino and anti-neutrino interactions. There is additional interest because of the need for this cross section informat...

The New Economics of Religion

The economics of religion is a relatively new field of research in economics. This survey serves two purposes – it is backward-looking in that it traces the historical and sociological origins of this field, and it is forward-looking in that it examines the insights and research themes that are offered by economists to investigate religion globally in the modern world. Several factors have infl...

Multicore OSes: Looking Forward from 1991, er, 2011

Upcoming multicore processors, with hundreds of cores or more in a single chip, require a degree of parallel scalability that is not currently available in today’s system software. Based on prior experience in the supercomputing sector, the likely trend for multicore processors is away from shared memory and toward sharednothing architectures based on message passing. In light of this, the ligh...

Moving Forward: Emerging Themes in Financial Services Technologies' Adoption

Financial services technologies (FST) are core to the continuous transformation of financial services organizations (FSO). To date, however, there has been a lack of empirical research into FST adoption against the backdrop of the recent financial crisis. The aim of this article is to re-examine how FSO are currently positioned to take advantage of emerging FST. We emphasize that this article i...
